I'm conducting this seminar to solicit feedback and criticism on work I've done over the past few years.  My plan is to collect this work into a book tentatively entitled "Guilty Acts, Guilty Minds."  The primary question is this:  What limits, if any, do the requirements of actus reus (guilty act) and mens rea (guilty mind) impose on the state's authority to subject its citizens to criminal liability?  Secondary questions include:  What does state authority consist in?  Can any state have authority?  When does ignorance of the law demonstrate the absence of a guilty act or guilty mind?  When does an actor lack the freedom necessary for a guilty act or guilty mind?  What does it mean to say that an actor is "insane," and how does insanity defeat the ascription of a guilty act or guilty mind?  Under what circumstances, if any, does having a "rotten social background" defeat the ascription of a guilty act or guilty mind?
